Before World War II, Agana Heights was a farm land for the residents of Hagåtña. It was also the site for the Spanish military “lookout” for incoming ships and danger. Today that place is called Fort Santa Agueda, also known as Fort Apugan, which is a popular tour site because of its view of the island’s capital city.
